The present invention relates to a composition for treating scalp and hair, a device for manufacturing the same, and a method thereof and, more particularly, to a composition made from seaweed as main materials, rice bran as sub-materials, and supercritical and subcritical liquefaction carbon dioxide as a main dissolvent. The composition containing natural coloring matters is made by mixing the extracted materials and make itself have high volatilization properties, thereby improving the effectiveness and stability of the functional materials containing essential oil components. Thanks to these properties, the composition can reduce the scalp-stimulating characteristics and an infection, so that it can relax the scalp. Also, the composition can treat damaged hair so that it becomes smooth and silky, thereby alleviating the hair problems such as psoriasis, eczema seborrhoicum and red spots and reducing the scalp simulation. The composition can be obtained through simplified processes by using a separation tank so that the composition can maintain the homogeneity without an additional mixing process. In the manufacturing method, carbon dioxide collected from the sub-dissolvent containing carbon dioxide can be used as a main dissolvent.
