The present invention relates to a composition for making carbonated water which, if put into water, generates carbon dioxide to make the carbonated water, and to a making method thereof, which enhance a carbonation effect and prevent internal liquefaction reaction when seal-packed and a swelling phenomenon of a packing material therefrom. The present invention comprises the following steps: preparing a mixture by mixing 120-180 parts by weight of sodium hydrogen carbonate and 1-10 parts by weight of additives containing vitamins (A, B, C, D, E), menthol powder, natural betain, and allantoin powder, with respect to 100 parts by weight of citric acid; drying the mixture for 3-15 hours under temperature of 60°;C or less and humidity of 50% or less to liquefy a portion of the menthol powder and make the moisture, generated due to the liquefaction, react with a portion of sodium hydrogen carbonate to discharge carbon dioxide; pulverizing the mixture from which the moisture of the menthol powder is removed under the dehumidified condition that the humidity is 50% or less; and packing the pulverized mixture with a sealing material under the dehumidified condition that the humidity is 50% or less.본 발명은 물에 넣으면 탄산가스를 발생시켜 물을 탄산수로 만드는 탄산수 제조용 조성물 및 그 제조방법에 관한 것으로, 탄산수 효과를 높이고, 밀봉 포장시 내부의 액상화 반응 및 이로 인한 포장재의 부풀어 오름 현상을 방지하는 효과를 제공할 수 있다.
