The present invention relates to a water-in-oil type makeup cosmetic composition comprising an aqueous phase and an oil phase. The composition comprises a multi-layered lamellar structure including: inorganic powder dispersed in an aqueous phase, and surface-coated with a hydrophilic coating agent； and ceramide.
