The present invention relates to a pharmaceutical composition for preventing or treating an interleukin-6 (IL-6)-mediated disease, comprising a Rosa rugosa Thunberg flower extract as an active ingredient； and a method for treating an IL-6-mediated disease, comprising administering the composition to a subject suspected of having the IL-6-mediated disease. Additionally, the present invention relates to a food composition, a quasi-drug composition, and a feed composition for preventing or improving an IL-6-mediated disease, comprising a Rosa rugosa Thunberg flower extract as an active ingredient.The present invention can be useful in the prevention or treatment of an IL-6-mediated disease, e.g., bone metabolic disease, inflammatory bowel disease, or atopic dermatitis, by inhibiting a signal transfer system induced by the IL-6 and differentiation of an osteoclast. Unlike an extract of other regions of Rosa rugosa Thunberg, the flower extract in particular has no cytotoxicity, and is advantageous in that it can be used in the treatment of said disease without any side effects, as it is derived from a natural substance that has long been used as a food product.
