In the front part of the holder is formed an annular groove, and between the annular groove and the hand-held part of the holder is provided with two stops. The frame comprises three longitudinal mounting plates, disposed parallel to each other and perpendicular to the longitudinal plane of symmetry of the housing, relatively which are symmetrically arranged two stops mentioned above. Furthermore, the device comprises a planar heater mounted to the first longitudinal end of the fork of the circuit board and being in thermal contact along the perimeter of its inner side surface with a metal layer of the casing at least one semiconductor light-emitting element inductor and dynamoelectric vibrator. All the above mentioned elements of the device, and electronic temperature control elements, the generator and the power source of the semiconductor light emitting element arranged on the circuit boards, forming the frame.
