An optical transmission apparatus and method for promoting a photochemical reaction for sterilizing a surface are provided. The apparatus comprises a light source and a light diffusing element operatively coupled to the light source and further embedded in a surface to be sterilized. This light diffusing element promotes the photochemical reaction of outputting light to its surface and sterilizing its surface.
