A powder paper for visually handicapped persons is composed of letters and lower raised letters which are three-dimensionally copied thereon. The powder paper of the present invention is the same as existing powder papers except that the copied letters and the raised letters disposed below at the right side are touchable. When touching the letters by hand, a user can accurately feel the letters of &Primemorning&Prime, and can accurately feel even the raised letters disposed below at the right side.
