PROBLEM TO BE SOLVED: To provide a blood purifier which can return blood to a moist condition by making the blood absorb moisture in a short time during activation (remoistening) and can restrain a hydrophilizing agent from moving into a patients body, and to provide its manufacturing method.

SOLUTION: The blood purifier has a hollow filament membrane 13 made of a hydrophobic polymer having an adsorbing ability as a main membrane material and a purifying carrier in the form of a bead or other, and eliminates the use of the hydrophilic polymer, prevents the hydrophilic polymer from eluting and moving into the patients body by providing hydrophilicity while reducing the use and reduces the use of the hydrophilic polymer as much as possible by making a hollow filament membrane or beady carrier stick and hold only a saccharide having a high water-holding function alone or a saccharide mixed with a hydrophilic polymer to a blood contacting portion.
