Provided are a sterilizing device and a sterilizing method. The present invention includes: a housing including a first housing disc including a housing inlet, a second housing disc placed at a predetermined distance from the first housing disc and including a housing outlet, and a housing wall forming a hollow hole in an internal space by surrounding a gap between the first and second housing discs； and a rotor including a first rotor disc facing the first housing disc, a second rotor disc facing the second housing disc, and a rotor wall facing the housing wall, and axially rotated in the hollow hole of the housing. On the inner surface of the housing wall, a dimple dented outwards in a radial direction around the axis of the rotor is formed so that liquid to be sterilized flows and the width of a passage defined by a space between the housing wall and the rotor wall is increased.
