PROBLEM TO BE SOLVED: To provide a balloon catheter for transferring a therapeutic agent to the target site in the narrowing of a non-vessel lumen.SOLUTION: Provided is a balloon catheter comprising: a hydrophobic therapeutic agent made of rapamycin or paclitaxel； and a covering layer including a first addition agent consisting of surfactants selected from PEG sorbitan monolaurate and PEG sorbitan monooleate and a second addition agent selected from sorbitol, sorbitan, xylitol and gluconolactone.
