The present invention relates to an aqueous softening agent solution for manufacturing a dry flower and a manufacturing method of the dry flower which is capable of maintaining good flexibility even after drying by treatment of the aqueous softening agent solution. The manufacturing method of the present invention comprises: providing the aqueous softening agent solution containing a softening agent component in an amount calculated based on a relative moisture content of a specific flower that is to be a drying treatment object with respect to 100 parts by weight of water； and treating the flower that is the treatment object with the aqueous softening agent solution during a specific treatment period calculated based on the relative moisture content of the specific flower that is to be the drying treatment object. The aqueous softening agent solution and the manufacturing method of the dry flower using the same according to the present invention can obtain the dry flower to which very excellent flexibility and tensile strength are given at the same time while minimizing appearance changes including sagging of floral leaves, entanglement of the floral leaves, opacification of leave color, and a phenomenon that leaves or floral leaves are severely shrunken or twisted.
