PROBLEM TO BE SOLVED: To provide a medical device equipped with a light diffusing body for irradiating a treatment object region with light and a potential measuring electrode capable of performing treatment by light irradiation and potential measurement by a single device, and a phototherapeutic apparatus.SOLUTION: A medical device 30 is inserted into a living body and irradiates a treatment object region with light to perform treatment of the region. The medical device 30 is provided with a tip part 44t having a long tip part outer wall having a long tube 41 and electrodes 49T and 49R exposed on an outer surface of the tube 41, and long light diffusing bodies 44 and 45 inserted into the tip part outer wall.
