PROBLEM TO BE SOLVED: To provide an external pharmaceutical composition which is foamy when used which contains a vitamin and a steroid as active ingredients, and has a high application uniformity.SOLUTION: An external pharmaceutical composition for a pump type foamer comprises 1) an active ingredient, 2) a polar solvent, and 3) a nonionic surfactant in which the active ingredient is solubilized and which is foamy when used. A vitamin and/or steroid are contained as the active ingredients, and the polar solvent contains one or more selected from a N-alkyl-2-pyrolidone, a carbonic diester, a crotamiton, an acylated product and an etherified product of a polyhydric alcohol.
