PROBLEM TO BE SOLVED: To provide a lighting sheet capable of achieving efficient lighting while suppressing direct radiation of sunlight (direct incident light), and making an outdoor side visible from an indoor side.SOLUTION: The lighting sheet includes a base layer 22 and a light-deflecting layer 23 formed on one surface of the base layer. The light-deflecting layer includes: light-transmitting parts 24 for transmitting light, arranged in a plurality of numbers； and a light-deflecting part 25 disposed among the plurality of light-transmitting parts and filled with an ultraviolet-curable resin composition having a refractive index lower than that of the light-transmitting parts. Top and back surfaces of the light-deflecting layer in a portion where the light-transmitting parts are disposed are formed parallel to each other. In a cross section of the light-deflecting part, an upper side line is formed into a polygonal line having a plurality of straight connected lines, or a curved line, and is protruding downward at an angle of 0° or more and 23.1° or less with respect to the normal line of the sheet surface of the lighting sheet； and a lower side line is formed into a straight line at an angle of 0° or more and 30° or less with respect to the normal line of the sheet surface.
