The biosignal measurement and electrical stimulation device includes: a pad in which a plurality of horizontal electrical wires and vertical electrical wires for electrical stimulation are formed to intersect at a constant gap; and a control module that is electrically connected to the pad to acquire body information of a patient by measuring a biosignal of intersections in which the horizontal electrical wires and the vertical electrical wires intersect and that enables generation of electrical stimulation while controlling power that is supplied to the horizontal electrical wires and the vertical electrical wires using the body information.
