PROBLEM TO BE SOLVED: To provide an electrical thermal stimulation device which has indices of effective stimuli according to symptoms in a data base, and can increase a blood flow rate so as to obtain the efficacy of a drug from the comparison between an increase rate of a blood flow rate accumulated in the data base and an increase rate of a blood flow rate measured by imparting a stimulus to a specific region.SOLUTION: An electrical thermal stimulation device equipped with an electrical thermal stimulation control device increases a blood flow rate so that a rate of increase in the blood flow rate from before a stimulus is imparted to a stimulation part in a state that the electrical thermal stimulation control device is driven and a drug is supplied to after the stimulus is imparted to the stimulation part becomes 30% or more by which the efficacy of the drug is obtained.
