The present invention relates to a water in oil type emulsified cosmetic composition that is characterized in composing the following: the water ingredient is included 85% by weight or more and 98% by weight or less in the total composition, and the oil ingredient includes phytantriol as a single surfactant. According to the present invention, since content of water ingredient exceeds 85% by weight, it can give a fresh feeling, and moisture persistency is significantly outstanding when it is used as the water bursts out, and production efficiency is increased as production time is reduced since production with a simple method at low temperature process became possible by using phytantriol as the only surfactant, and also, stability is outstanding and there is a unique feeling when using it.본 발명은, 수상 성분 및 유상 성분을 포함하여 이루어진 유중 수형 화장료 조성물에 있어서, 상기 수상 성분은 전체 조성물에서 85 중량% 초과 및 98중량% 미만으로 포함되고, 상기 유상 성분은 단독 계면활성제로서 피탄트리올을 포함하여 이루어진 것을 특징으로 하는 유중 수형 화장료 조성물에 관한 것으로서, 본 발명에 따르면, 수상 성분의 함량이 85 중량%를 초과하므로 피부 도포 시 내상인 수상이 터져나와 피부에 산뜻한 사용감을 줄 수 있으며 보습 지속력이 매우 우수하게 되고, 피탄트리올을 단독 계면활성제로 이용함으로써 저온 공정에서 간단한 방법으로 제조가 가능하여 생산 시간 감소에 따른 생산 효율성이 증가되고, 또한, 제형의 안정도가 우수하고 특이한 사용감 등의 장점이 있다.
