PROBLEM TO BE SOLVED: To provide an improvement technology that specifies a noteworthy region in diagnosis.SOLUTION: Based on a shape of a spatial distribution of pixel values in image data of an ultrasonic image, an image element extraction part 32 extracts a plurality of image elements corresponding to a predetermined shape in the image data. An image element selection part 34 selects a plurality of noteworthy image elements which are candidates for a noteworthy part from the extracted plurality of image elements based on a statistical feature amount of the pixel values in each image element. A noteworthy region formation part 36 forms a noteworthy region corresponding to the noteworthy part based on the selected plurality of noteworthy image elements.
