PROBLEM TO BE SOLVED: To provide a cosmetic sufficiently exhibiting the ultraviolet ray protective effect and bright coloring which particulates originally have, and excellent in temporal stability without aggregation of the particulates in a formulation, in the cosmetic of an oil-in-water type emulsion or an aqueous type including the particulates.SOLUTION: The method for dispersing the particulates into water uses a particulate-dispersing method of liquid surface plasma system for immersing one of a pair of electrodes into the water or bringing it into contact with the water surface and disposing the other one in the air above the water surface, and then generating plasma by applying a voltage between the pair of electrodes located at the water surface and above the water surface, thereby dispersing the particulates into the water.
