Method of treating brain tumors, includes providing a surgical instrument having an outer member and inner member. Outer member has a distal region forming a cutting window. It is received in rotationally within the outer member, the inner member has a cutting tip that is exposed in the window. The distal region of the outer member and the cutting tip and defining a cutting tool to be combined. To provide access to the brain tumor target site, an opening is formed through the patients skull. Cutting tool is delivered to the target site through the opening.
