The present invention installs vertical fixing supports and connectors on one side of a support, forms an opening portion in the support of a front side of the connectors, and connects and installs a wire rope by installing an upper pulley and a lower pulley in the vertical fixing supports and the connectors. By connecting a binding part in an end portion of one side of the wire rope and making the same be connected to a lever installed in an upper portion of the support in an end of the other side, the present invention makes the pipe be located in the opening portion of the support, hangs the binding part on the pipe, and fixes the same when taking out the steel pipe in the ground or the pack for fixing the steel pipe.
