PROBLEM TO BE SOLVED: To provide a packaging material with adhesion prevention performance of contents, and having mechanical strength, and to provide a packaging container using the same.SOLUTION: A packaging material comprises at least a base material layer 1, a thermo-bonding layer 2 and an adhesion prevention layer 3, which are laminated sequentially. The packaging material is characterized in that spherical particles 10 or amorphous particles are dispersed on the surface of the thermo-bonding layer 2 and irregularities are formed, the adhesion prevention layer 3 comprises hydrophobic oxide particles 12 and inorganic binder resin 11 and is laminated to cover the irregularities, and the arithmetic mean roughness Ra on the surface of the adhesion prevention layer 3 is Ra>5 μm.
