The present cultivation management apparatus comprises: a mobile water tank flower pot, filled with a moisture absorption element consisting of perlite and orchid stone, which absorbs moisture by a constant height from the bottom so as to provide moisture to the edible perennial herbaceous flowering plants, bulbs and tubers, corresponding to esculent plants, by always retaining an immersed state, and has, on the outer side thereof, an outlet and a plug formed to adjust the level of water so as to accommodate water in the order of 40%-60% when the edible perennial herbaceous flowering plants, and bulbs and tubers are rooted a plant growth soil element which is filled with a mixing soil (culture soil and solid fertilizers, etc.) up to the upper portion of the water tank flower pot by being situated at the upper side of the moisture absorption element, which allows a root zone to take root by planting the edible perennial herbaceous flowering plants and bulbs and tubers, and which maintains a stable growth a separation element for separating the moisture absorption element and the plant growth soil element
