Water soluble plant growth regulating compositions in granule form and methods for making and using same. The granules comprise an active medium, a carrier medium and optionally a surfactant, wherein the active medium comprises: a gibberellin, a cytokinin, and an auxin. The inventive compositions are shelf stable and may be completely dissolved in water prior to application on a plant or seed. The carrier medium is water-soluble and preferably lactose monohydrate. The gibberellin is selected from GA3, GA4, GA5, GA7 and combinations thereof. The cytokinin is selected from kinetin, 6-BAP, 1-(2-chloropyridin-4-yl)-3-phenylurea (CPPU) and TDZ, the exemplified cytokinin is kinetin. The auxin is selected from 3-indolebutyric acid, 3-indolacetic acid, 1-naphthylacetic acid, 3-indolebutryic acid and salts and esters thereof. The exemplified auxin is indole-3-butyric acid.
