PROBLEM TO BE SOLVED: To provide a washing method and a washing device which can wash a washing object portion by effectively causing fine bubbles to act on the washing object portion with a simple and inexpensive configuration.SOLUTION: A washing method includes: a first step of bringing gas-dissolved liquid 1 made by dissolving object gas in a solvent into contact with a washing object portion； and a second step of generating fine bubbles of the object gas in the gas-dissolved liquid in the vicinity of the washing object portion by generating lowering of a pressure acting on the gas-dissolved liquid and/or a temperature rise of the gas-dissolved liquid.
