The present invention relates to a nanoemulsion cosmetic composition having a particle diameter of 80-110 nm, and containing a fermented extract of walnuts and chestnuts as an active component. The composition in the present invention comprises a fermented extract of a natural material as an active component, thereby being safe to the skin, while having excellent skin affinity and absorbability, and having excellent effects on preventing hair loss and accelerating hair growth by having excellent long-term stability. The composition applies a nanoemulsion method which easily adjusts particle size, and conveniently adjusts percutaneous absorbability, thereby enabling product development for each hair loss stages as hair loss preventing cosmetics having a sustained release system, and being optimized to hair loss prevention and hair loss treatment without too much stress on the sensitive scalp.
