PROBLEM TO BE SOLVED: To provide a hair treating agent which suppresses hair damage and hand roughness of a hair practitioner, also, whose wave formation power, luster feeling and touch are excellent, and which can be applied simultaneously with a hair color.
SOLUTION: The hair treating agent is composed of: a permanent wave first agent at least containing a reducing agent and a permanent wave second agent at least containing an oxidizing agent. The permanent wave first agent contains 0.01 to 10 wt.% thioglycerol and ammonia. Further, in the preferable embodiment of the hair treating agent, the hair treating agent is a permanent wave treating agent or a curly hair straightening treating agent.
