PROBLEM TO BE SOLVED: To provide a composition which at the same time provides very good coverage of lips as a precise deposit and does not migrate and thus has virtually no tackiness.SOLUTION: The present invention relates to a cosmetic composition for making up and/or caring for lips, which is in the form of a liquid emulsion comprising: a) at least 5 mass%, based on the total mass of the composition, of one or more non-volatile oils； b) 1 to 30 mass%, based on the total mass of the composition, of active substance of at least one film-forming agent selected from vinyl polymers comprising at least one carbosiloxane dendrimer-based unit； c) at least 10 mass%, based on the total mass of the composition, of water； and d) at least one coloring material.
