Provided is an oil in water type cosmetic composition which has transparent external appearance by including water and high viscosity by having oil, and shows excellent phase stability and skin stability. In the transparent oil in water type emulsified cosmetic composition including an aqueous ingredient, an oil ingredient and a surfactant, 2-6 wt.% of water in the aqueous ingredient is contained based on the total weight of the composition. The content of oil having a viscosity of more than 10,000 cps at 25 deg.C in the oil ingredient is 40-90 wt.%, based on the total weight of the composition.본 발명은 투명한 외관의 수중유형 화장료 조성물에 관한 것으로, 더욱 상세하게는 2~6중량%의 물을 함유하여 투명한 외관을 보여주고 40~90중량%의 오일을 함유하여 흘러내리지 않는 고점도를 가지며 0.1~10중량%의 계면활성제를 함유하여 상안정성 및 피부안정성이 우수한 투명한 외관의 고점도 수중유형 화장료 조성물에 관한 것이다.
