PROBLEM TO BE SOLVED: To provide a method for selecting a cancer metastasis inhibitor and a candidate substance for a cancer metastasis inhibitor based on a new mechanism. SOLUTION: A cancer metastasis inhibitor characterized by containing an inhibitor of an enzyme that phosphorylates serine at the 322nd position from the N-terminal of Trop-2 as an active ingredient is provided. The inhibitor is preferably an inhibitor of protein kinase Cα and protein kinase Cδ. Selection of a candidate substance for a cancer metastasis inhibitor, which comprises selecting a substance having a cancer metastasis inhibitory effect from a test substance using the action of inhibiting the phosphorylation of serine 322nd from the N-terminal of Trop-2 as an index.
