The present invention relates to a novel type of apparatus for creating a sea forest, which is configured to create a forest in the sea by growing a large quantity of marine plants, thereby enabling harvesting and selling of the marine plants as well as providing suitable conditions for fish to inhabit. A base member is connected vertically and horizontally by uneven coupling and, accordingly, can be enlarged, thereby being fixed rather than being moved by the tide while a location of the base member can be easily identified. In addition, a medium member, in which spores of the marine plants are laid, can be easily installed in the base member. The apparatus for creating a sea forest comprises: a medium member (20) formed of natural cocoa fibers, filled with soil of tidal field, and having spores of marine plants laid therein； and a base member (10) with a predetermined weight to be sunk in the sea, and having the medium member (20) installed therein. The base member (10) comprises: an upper body (11a) and a lower body (11b) which have a square shape and are formed as ends of a horizontal member (11) having a predetermined length are sequentially connected at a right angle； and four vertical members (12) each of which connects the upper body (11a) and the lower body (11b) to each other.
