PROBLEM TO BE SOLVED: To provide a device for steaming and crumpling tea leaves in one step, enabling reduction in a space for tea manufacturing.SOLUTION: The device includes: a rotary barrel 1 with one end disposed at a level higher than that of another end, rotatable agitation vanes 2 disposed inside the rotary barrel 1 and a control unit 3 for rotation control of the rotary barrel 1 and the agitation vanes 2. Tea leaves "a" and heated steam are supplied from the higher end of the rotary barrel 1, so that the tea leaves "a" are steamed with the steam.
