PROBLEM TO BE SOLVED: To provide a massager capable of simultaneously or selectively massaging a plurality of parts to be treated and appropriately massaging the parts to be treated according to the conditions of the respective parts to be treated, and to provide a chair with a massage function.SOLUTION: The massager includes: a rotating shaft 3 whose axial direction is a right-and-left direction first paired massage members 4 to be close to or separated from each other in the right-and-left direction along with the rotation of the rotating shaft 3 and second paired massage members 5 arranged on the first massage members 4 and linked with the action of the first massage members 4 to swing in a direction roughly orthogonal to the right-and-left direction.
