PROBLEM TO BE SOLVED: To provide an oil-in-water type emulsion cosmetic capable of obtaining excellent emulsion stability, being easily manufactured regardless of hydrophilic surfactant which is not substantially compounded when powder is compounded in an oil phase, and imparting moisturizing, smooth feeling to the skin, and soft touch without having irritation to the skin.SOLUTION: An oil-in-water emulsion cosmetic includes: (A) hydrophobically modified alkyl cellulose using 14-22C alkyl group and (B) powder. The (B) power is preferably included in the inner oil phase.
