PROBLEM TO BE SOLVED: To provide a stretchable sheet manufacturing apparatus, and a manufacturing method for suppressing the irregularities of the length of a thread-like elastic member capable of ejecting from the widthwise end portion of a continuous sheet after cut.SOLUTION: A stretchable sheet manufacturing apparatus comprises: a jointing mechanism 21 for jointing a pair of continuous sheets a transporting mechanism 31 for transporting a continuum of a thread-like elastic member and a winding mechanism 41 for winding the continuum of the thread-like elastic member in an elongated state on the transporting mechanism. The transporting mechanism is a pair of transportation units 32 disposed individually at each position closer to the end side of the cross direction than the continuous sheet, and transports the continuum of the thread-like elastic members in the longitudinal direction of the transportation unit. The transportation units include a pair of transportation members 33u and 33d juxtaposed in a second intersection direction intersecting both the intersection direction and the transfer direction. The paired transfer members are mutually associated to transfer the continuum of the thread-like elastic members.
