PROBLEM TO BE SOLVED: To provide an apparatus and method for sterilizing and cleaning the inside of a pipe line which remove deposits and contaminants inside a pipe line by physical cleaning, sterilize and clean bacteria remaining in the pipe line by ozone and active species generated in a plasma generator, use air as a raw material gas, and can suppress nitrate nitrogen to a low concentration level.SOLUTION: In an apparatus for sterilizing and cleaning the inside of a pipe line, which includes cleaning means for cleaning deposits inside a pipe line 10 by making a cleaning tool 9 flow therethrough together with a fluid, and sterilization means for sterilizing the inside of the pipe line 10, pipe line connecting parts 8a, 8b to which the pipe line 10 is connected, a fluid introduction part 1 that introduces the fluid, and a fluid discharge part 12 that discharges the fluid are connected by piping 11.
