The body is inserted into a pipe in a longitudinal direction. A plurality of steam outlets(21) of the steam jetting module is arranged in a side of the body toward a longitudinal direction. The steam jetting module jets steam to a surface of the pipe through the steam outlets. A plurality of UV lamps(31) are arranged in a side of the body toward a longitudinal direction. The plurality of the UV lamps irradiates the ultraviolet ray to an inner surface of the body.
