A pharmaceutical composition for skin care, comprising a carrier base, an air-conditioned cell medium containing at least one culture agent for skin care, which is synthesized and secreted by cultured keratinocytes and fibroblasts, and an organosilicon permeation enhancer. The composition of claim 1, further comprising an antioxidant. The composition according to claim 1, in which keratinocytes and fibroblasts are jointly cultured in the form of a bilayer, similar to that in natural skin. The composition according to claim 3, wherein the bilayer comprises endogenously produced collagen matrix populated by fibroblasts and keratinocytes located on it. The composition of claim 1, wherein the permeability enhancer is selected from the group consisting of a chemical permeation enhancer, an active permeability enhancer, or a follicular permeability enhancer. The composition of claim 1, wherein the at least one skin care culture agent is concentrated, desalted, and has an approximately neutral pH value. The composition of claim 1, wherein the organosilicon permeability enhancer is selected from the group consisting of cyclomethicone and dimethicone copolymer. The composition of claim 1, wherein the conditioned cell medium comprises components not containing extracts from animal organs or tissues, selected from the group consisting of serum, pituitary extract, hypothalamus extract, placenta extract, embryo extract, and proteins secreted by the feeding cells and factors. 9.
