PROBLEM TO BE SOLVED: To provide a soil mixing and agitating device which can add an additive to a soil in a sequential treatment.SOLUTION: A soil mixing and agitating device 1 includes: a soil retaining part 2 which includes an inflow port 2a and a discharge port 2b for a soil S to be treated, and which can retain the soil S inside a delivery part 3 which delivers a consolidation agent T by a fixed amount into the soil retaining part 2 from above and a rotating blade 31 rotatably provided around an axis extending in a direction almost orthogonal to an incoming and outgoing direction of the soil S at the soil retaining part 2 as well as in an almost horizontal direction.
