PROBLEM TO BE SOLVED: To provide an improvement technology related to the measurement of a blood vessel diameter and a blood flow rate by an ultrasonic wave.SOLUTION: A blood vessel wall specification part 60 specifies a position of a blood vessel wall of a blood vessel based on image information acquired from a blood vessel diameter measurement line passing through a measurement region of the blood vessel in an ultrasonic image. A blood vessel diameter measurement part 62 measures a blood vessel diameter of the blood vessel based on the position of the blood vessel wall.
