The present invention includes a main body where a heater is disposed a steaming container that is disposed in the main body and provides a steaming space which is heated by the heater a cover that is disposed at an upper end of the steaming container and has an insertion blocking section in a lower portion and a water storage section for water storage that is formed to be open upward in an upper portion of the steaming container, the insertion blocking section being inserted to be immersed in the water, in which the water in the water storage section fills a gap between the steaming container and the cover. According to the present invention, the cover has a sealing force, even without using a packing that emits dioxin or the like which is harmful to the human body, and thus being harmless to the human body. Also, the gap between the cover and the steaming container is filled with the water and a sealing force suitable for red ginseng and red ginseng extract production is provided so that an excessive increase in internal pressure attributable to moisture discharge is prevented and safe sealing is available.
