PROBLEM TO BE SOLVED: To successfully watch daily behaviors or health conditions of the elderly.SOLUTION: The signals output from the sensors of a watching sensor 100 are sent through the Internet 10 to a management server 200, and are stored into a data storage unit 220 as collected data 224. In a management server 200, a health management program 232, a situation management program 234, and an operation management program 236 are executed in an operation unit 210. Combining the sensor signals can operate data on management items such as a heat stroke alert, and can obtain situation management data 228 and health management data 226. Data concerned of the data is sent to a monitoring terminal 300. In the monitoring terminal 300, data is displayed or an alert sound is output according to received data.
