The present invention relates to a system and a method for manufacturing surfactants to manufacture cosmetics and detergent capable of producing the proper surfactants for each product depending on properties, characteristics, etc. of products produced by a manufacturing company of the cosmetics or the detergent such as shampoo, soap, etc. and being used to manufacture the corresponding products. According to an embodiment of the present invention, the system for manufacturing the surfactants to manufacture the cosmetics and the detergent comprises: a raw material storing tank a first storing tank a second storing tank a material mixing unit a flowmeter and a processing material storing tank. The raw material storing tank stores a high-enriched surfactant supplied from a supplying company of the surfactant. The first storing tank stores a first mixed material to be mixed with the high-enriched surfactant of the raw material storing tank. The second storing tank stores a second mixed material to be mixed with the high-enriched surfactant of the raw material storing tank. The material mixing unit is respectively connected to the raw material storing tank, the first storing tank, and the second storing tank and mixes the high-enriched surfactant, the first mixed material, and the second mixed material supplied from each of the tanks. The flowmeter displays and measures supply amount of the high-enriched surfactant, the first mixed material, and the second mixed material which are supplied to the material mixing unit from the raw material storing tank, the first storing tank, and the second storing tank.
