The method includes: an elastic member attachment step, in which elastic members (350, 450), which are elongated in the horizontal direction, are joined while a belly-side belt-like member (300), which is formed from horizontally continuous belly-side parts (30), and a back-side belt-like member (400), which is formed from horizontally continuous back-side parts (40), are conveyed in the horizontal direction and a through-hole formation step, in which the through-holes (50) are formed by using a cutter to insert a notch, which penetrates through the skin side and the non-skin side in the thickness direction, and to cut the elastic members (350, 450) in the belly-side belt-like member (300) and/or the back-side belt-like member (400), to which the elastic members (350, 450) are attached.
