PROBLEM TO BE SOLVED: To provide a skin whitening agent and a skin external preparation which enhance the skin whitening action of a tocopheryl phosphate ester and/or a salt thereof.SOLUTION: The skin external preparation includes a tocopheryl phosphate ester and/or a salt thereof and rosehip oil and has an excellent skin whitening action. This skin whitening action prevents blotches, freckles, sunburn and the like, and accordingly is an action to inhibit excess melanism by melanocytes present in the skin.
