PROBLEM TO BE SOLVED: To provide compositions comprising a surfactant and lipid for solubilization of hydrophobic substances, particularly for solubilization of hydrophobic active agents for use in the field of cosmetics or pharmaceuticals.SOLUTION: There is provided a composition comprising lipid and a surfactant, where the lipid and the surfactant are in the form of macromolecular assemblies of less than 100 nm in diameter, and the surfactant has an HLB number of less than 20.
