PROBLEM TO BE SOLVED: To provide a system for reducing costs and labors required for reserving irrigation water by recovering water in the ground of a required area when it is difficult to reserve irrigation water in the area of desert, arid, etc.SOLUTION: According to the present invention, a humidifier is installed in a water-rich stratum to allow a water-absorbing material to absorb the water in the stratum. Then, air is brown into the water-absorbing material to increase the humidity of the air almost up to saturation humidity. Subsequently, the humidified air is introduced into a condensation device to cause condensation by means of a difference between the inner temperature of the device and the external temperature.
