The present invention provides a sustained release lipid pre-concentrate comprising: a) a liquid crystal forming agent； b) phospholipid； c) a liquid crystal reinforcing agent； and d) a metal salt having two or more valences. The sustained release lipid pre-concentrate is in a lipid liquid phase without an aquatic fluid present, and forms a liquid crystal on the aqueous fluid. The sustained release lipid pre-concentrate exhibits an effect in reinforcing the sustained release properties of an anionic pharmacologically active substance through an ion bond between the metal salt having two or more valences and the anionic pharmacologically active substance.본 발명은 a) 액상결정 형성제； b) 포스포리피드(phospholipid)； c) 액상결정 강화제； 및 d) 2가 이상의 금속염을 포함하고, 수성유체가 없는 상태에서 지질 액상이며, 수성유체 상에서 액상결정을 형성하는 서방성 지질 초기제제(pre-concentrate)를 제공한다. 본 발명의 서방성 지질 초기제제는 2가 이상의 금속염과 음이온성 약리학적 활성물질의 이온결합을 통하여 음이온성 약리학적 활성물질의 서방성을 강화할 수 있는 작용효과를 나타낸다.
