PROBLEM TO BE SOLVED: To provide an electrode and a device for low frequency electrical stimulation in which electrochemical reaction is not caused even if an electrode surface gets wet, also current concentration to a low resistance part of skin is not caused even if an electrode plane is directly brought into contact with the skin, and further it can be brought into contact with the skin safely and can be used in water, and also DC outflow can be cut off even if a DC is output between the electrodes by mistake.SOLUTION: An electrode for low frequency electrical stimulation is characterized by being constituted of an electrically-conductive electrode 3, an insulator electrode membrane 2 coating a surface of the electrically-conductive electrode 3, an energization line 4 electrically connected to the electrically-conductive electrode 3, and an insulating coating body for coating at least the conducting electrode 3 and the energization line 4 and coating so as to expose a part or all of the insulator electrode membrane 2.
