The production method of the present invention comprises: a device preparation process of preparing a mold (13) which has the needle-shaped concave portion (15), and an inlet of which has an angle of 120° to 160°, and a liquid supply device having an opening (34C) and a lip land portion (34B)； a filling process of supplying the liquid to the mold (13) from the liquid supply device, and filling the liquid in the needle-shaped concave portion (15) by moving the liquid supply device while contacting a rear end of at least second side lip land portion (34B) of the liquid supply device with the mold (13)； and a sheet portion forming process of forming a needle portion and a sheet portion by using a polymer solution.
